Kaizu City, Gifu Prefecture, is said to be zero meters above sea level. This means that if there is a situation where a typhoon, heavy rain, flood, etc. causes flooding of the Nagara River, etc., it may spread to the entire area.
If the building is flooded, the breaker will be turned off to prevent electric leakage and fire, so if the indoor wiring of the building does not conduct electricity, all emergency power supplies and solar panels will be damaged.
In such a case, AQUENEOUS, the world’s first indoor distributed emergency power supply!

Kaizu City has newly installed emergency power sources such as electric vehicles (EVs) and generators that can supply electricity in the event of a disaster. .. We plan to conduct training for citizens so that they can be used at evacuation shelters, and prepare for emergencies. The emergency power supply that we have prepared is one EV, three portable large-capacity lithium-ion batteries that can charge 600 smartphones, and seven water generators that do not generate harmful gas. The project cost is 14,220,000 yen including the accompanying equipment. The entire amount was covered by national grants.
Yuichi Sugino of the General Affairs Division, one of the city’s disaster prevention managers who led the maintenance, became keenly aware of the need for a power source in September 2009. It took three weeks to restore all the houses due to the power outage caused by typhoon No. 15 that landed in Chiba prefecture. I learned from the news that people were lining up to charge their smartphones at the shelter.

Currently, gasoline engine generators are installed in the city’s evacuation shelters as an emergency power source, but it is said that charging precision smartphones is not suitable because of the risk of breakdown. The operation noise is loud, and exhaust gas is also generated due to the combustion of gasoline. For this reason, we chose equipment that does not generate harmful gas in this maintenance.

The EV is the second city official car. This project includes the installation of EV charging equipment at the Kaizu General Welfare Hall “Himawari” opposite the city hall, and can supply power to Himawari in the event of an emergency.

The lithium-ion battery is a suitcase type and can be rolled and carried by one person. A water generator uses a chemical reaction between salt water and magnesium to generate electricity. Deploy one to all 10 elementary schools in the city designated as evacuation shelters.

Yasushi Kodama, a city disaster prevention specialist, said, “I’m ready for this in the milestone year. I want to create a place for training and use it for a large number of citizens.” Mr. Sugino also says, “It is the residents who actually operate the evacuation center.”
